This, the end it's supposed to come out of need to be lower, and if you were to do something to make it work, such as dig a hole near the edge of the water source with proper drainage, all you've done is made a water wheel by way of a man-made distributary. Energy from water flowing downhill is an old idea. Save yourself the trouble and just put a waterwheel in a flowing river or a dam.

the air in the boat will push the water back down the tube

because the open air is a gigantic area and the air can be pushed somewhere else
