Well I'm going to make a suggestion that you're probably not going to like: Once you're finished with the assigned homework, take out another page and do all of the unassigned problems as well. Until you get a hold on how to proceed through the presented problems, rote memorization will have to do.

As for the tutor, I'd see if you can form a group to study with and help each other out. You're probably not the only person struggling in the class.
