At best (assuming no friction) you would end up generating as much power as is being used. So it wouldn't be "endless energy" so much as "no change in energy".

Now, if you were to have multiple windmills behind it... No, I don't think that would work either. You would just come closer and closer to equaling the amount of energy spent. Though you would have a breeze, and that would be nice.
