Let's say that the fan is massless and all that crap since it's a thought experiment.
The center rotates at lightspeed, let's say.
(nevermind that this doesn't make sense because "lightspeed" is speed, not angular momentum, but let's say that it rotates at lightspeed a few centimeters away from the center.)

The tip of the fan, located a gazillion light years away, still only moves at lightspeed.

the speed of light in a vacuum is the absolutely maximum speed of everything. If something should go faster, it doesn't. If it means stuff will break, then stuff will break. If it means things will stop making sense from a newtonian perspective, then things will stop making sense from a newtonian perspective.
