CURRENT HOUSE FLOOR PROCEEDINGS
LEGISLATIVE DAY OF SEPTEMBER 29, 2010
111TH CONGRESS - SECOND SESSION

9:43 P.M. -
Mr. Arcuri filed a report from the Committee on Rules on H. Res. 1682.

S. 3729:
to authorize the programs of the National Aeronautics and Space Administration for fiscal years 2011 through 2013, and for other purposes

9:41 P.M. -
At the conclusion of debate, the Yeas and Nays were demanded and ordered. Pursuant to the provisions of clause 8, rule XX, the Chair announced that further proceedings on the motion would be postponed.

8:58 P.M. -
DEBATE - The House proceeded with forty minutes of debate on S. 3729.
Considered under suspension of the rules.

Mr. Gordon (TN) moved to suspend the rules and pass the bill.
NSS emphatically requested that the House of Representatives adopt the Senate version of the NASA Authorization Act of 2010 and commends the House of Representatives for having done so.

The three year authorization demonstrates a bipartisan bicameral cooperative effort to provide a framework for engaging the Executive Branch in a comprehensive dialog on the future of NASA. There is much work still to be done to bring forward and pass an Appropriations Bill for 2011 but this is a major victory.

e.g. NASA will have enough money to buy SpaceX launches, etc. for the interim. Meanwhile...

It also means the old constellation program is effectively dead, and a new heavy lift vehicle will be designed alternatively.

It means that instead of taking another 50 year backwards step with spaceflight, we might actually see some fucking progress in the next decade or two.

The speaker pro tem declared at the end of the debate that the yeas had won the voice vote, but after a bit of an awkward pause, Giffords formally requested a recorded (roll call) vote. That will take place later tonight; perhaps much later, as the House is now moving on to debate the continuing resolution to fund the government after Thursday. The vote will take place tonight, though, as Majority Leader Steny Hoyer announced this evening that the House will adjourn after tonight’s votes until November 15th, after the mid-term elections. Note that under suspension of the rules the bill will need a two-thirds majority to pass.

No Mars.

Asteroid missions and then the Moon.

The logical and correct way to do it. Mars is pie-in-sky bullcrap right now. We can do that stuff when we've got infrastructure in place and it makes sense.

Going to mars right now would just be a waste of time and money. Everyone will get excited, we'll land there at the cost of billions, maybe trillions. Take some soil samples, and then have a party and come back to earth, and then nothing for another 50 years.

This bill proposal is taking actual strides to developing our infrastructure - asteroid mining, spacecraft development and construction in space, habitat construction in space, habitat construction on the moon, endorsement of commercial spaceflight endeavors, and so on.

Honestly, what does Mars even offer us that the Moon doesn't right now? It's just further away and harder to lift off of, and might have life - but it's not like we need people there to find out at the cost of hundreds of billions when we can send a few rovers for hundreds of millions.
