as far as we know they do not have polarity. it takes charges to produce things like polarity and it takes particles to have charges and there are no particles in a singularity of a black hole.

Yes, black holes can have charge, and yes, the black hole will be repelled or attracted to another charge exactly as if it were any other charged object. However, they're freaking huge, so they're going to be a bitch to move.
