is that a special fan with a brushed motor of some kind?

because brushless motors don't really work "backwards" to generate electricity without some significant changes to the driver circuitry.

actually wait with that angle chart on the table are you just using the tach wire to determine the effect of the angle of the fan on the rotational speed?
