There's no reason to assume aliens would even have races, or that they would be divided up in any of the same ways humans are.
For example human racial divergence is a result of the earth's geography with continents that separate and isolate us (or isolated us until fairly recently). We have no idea if any other planets look like ours, with landmasses spaced apart and divided by oceans

no he's most likely right about that, we're facing the same issue. top down control is seriously limiting for expanding outside our system. our current system will eventually result in a few "chosen ones" transcending biology in immortal bodies having control of all Earth's resources and technology, basically a sort of demigods. and they still too would be scared to allow any of them get out of the solar system.
once anything gets out of our solar system you risk them coming back, bigger and badder, and wipe you out. for...reasons. so it's safer to block such endeavors. you can only get out as a single unit or something, or send tech only.
or, come up with another gameplay. but what kind of strategy allows you to spread in the whole galaxy, without risk of running into "yours" later on and have conflict, without waiting for decisions from "up top" which would still be Earth/our solar system, such that each "colony" you send out there successfully claims a part of the galaxy? sending a message back to Earth from the other side of the galaxy takes tens of thousands of years, one way.

Human biodiversity shows you don't even need oceans separating you as europe, africa, middle east, etc each have multiple ethnicities. You just need to have enough landmass where it is difficult to travel from one end to the other. So even a Pangea-like planet will have huge diversity and thus a jew-like racial survival strategy from one of the groups is likely inevitable.
