The Blue Origin lander is clearly a more grounded proposal so it's good for NASA to have as a backup. the exhaust gasses can only give kinetic energy to the rocket as long as they are touching it. If you were to shoot water straight out the bottom with no engine bell then it would be like throwing apples to gain momentum, but rocket exhaust primarily works through the massive expansion of the combustion products. They combust and expand so much that they push against the inside of the engine bell hard enough to displace the rocket upward. Once they are out of the bell then they are useless. That's why more efficient engines like RS-25 have a less visible plume
