IQ on the british isles is reduced because of lad culture which is dominant there, and it is anti-intellectual. Extremely antagonistic to intellectual pursuits or putting effort into such things, as it is seen as 'not cool'.

That's the range you find in Africa and places with significant African influence. For example, around 2000 there was a study about the IQ of different ethnic groups in Brazil and blacks had approximately the same average as Angola's (Brazil's main slave source), browns an avg similar to that of neighboring countries with significant amerindian ancestry and brazilian whites similar to Portugal's. The only exception were brazilian asians, who were below Japan's average.

I wish there were more similar studies such as "when group A leaves its homeland does it retain its characteristics despite a change in environment?", but unfortunately politics speaks louder

yes, in the context of certain tribes in african conditions, 70 is a reasonable estimate or possible over estimate.
Average african genetic IQ is estimated at around 80 which fits with black americans with their roughly 80% african genome having an average iq of 85.

people like you always ignore this and try to downplay differences in behavioural traits like IQ or propensity to violence between races
