That'll depend on how cost effective it is versus Cargo Dragon and Dream Chaser. It was a project made by kerbaling together as many subcontractors as could be easily assembled. Antares 300 should be cheaper as a base vehicle than a Vulcan VC4, but Falcon 9 is still probably going to be setting the lowest launch price.

That's the point though, it amortizes differently. Dragon and Dream Chaser are Earth-return vehicles that go up and then come down, ideally on reusable boosters, and have a bunch of dry mass to survive reentry that limits their performance on orbit. Cygnus (or a related can-with-a-service-module) goes up and stays up for its entire life, so it amortizes by ferrying cargo between stations over and over again while remaining on orbit. Think more of a mini Gateway with refillable chemical propellant tanks than a Progress clone.

To launch to orbit around Mars you need about 4500 m/s. At 290 Isp, 4.5 km/s of delta V is achieved at a propellant mass ratio of 80%. Both stages of Falcon 9 easily exceed this, so even after factoring in some thermal protection system mass & other reuse hardware, a CO fueled Mars reusable SSTO should have a payload mass ratio of at least 5%, maybe more.

Obviously methalox is going to perform better, but if generating CO turns out to be a lot faster and easier than generating CH4, Martian launch vehicle designs may gravitate towards CO fuel for economics reasons.

Depends on the depth of the oceans. Deep oceans on Earth tend to have shitty ecosystems cuz they're nutrient deserts. Some big undersea volcanoes on an ocean world supplying a constant stream of erupted minerals may support complex life, but otherwise I wouldn't expect much.
