Depends on how far you're willing to go, and what you'll do with what you learned. If you're retarded, you'll usually be behind your peers. You will be able to learn math, but at a much slower pace. You will be able to apply it, but at a much more limited scope. You can make it a career, but don't think you'll be good.
Basically you can learn anything you set your mind to, but remember that others do the same and are gifted in the subject, making you always inferior to them.
But if it's just for fun? Definitely go for it. You'll lose nothing.
