There's a limit. Eskimos are perfectly suited to surviving in their environment, but as they were so isolated, there wasn't a lot of trade and excuses to compete, so they stagnated. The sweet spot seems to be around the Mediterranean or northern Europe. You basically want to evolve in an area with a lot of trade and/or and an environment which demands higher intelligence to survive in.
