Merlin is a lot simpler of a design, it’s been flying for a good fifteen or more years, and it only gets clustered in groups of nine.

Depends. If you're Sea Dragon, it's because you're saving money on ground support equipment by literally using the sea as your launchpad. If you're launching from a platform you're trying to avoid crashing into populated areas / looking to launch into inclinations you cannot reach on your country's coast. Don't have a coast? Then you really start needing sea launch.
