Say a covid like pandemic arises again but this time the virus is highly deadly, instead of just causing a cough and diarrhea. Are there any effective countermeasures? I mean the mask is a meme, staying at home is a meme, and covid vaccines proved useless

Closing the borders worked pretty well for New Zealand, up until they decided to trust the vax instead. People were able to travel around freely in New Zealand for most of the coofdemic, except during a couple of incidents where a coofer entered the country without self-quarantining and started coofing everywhere.
But closing the borders isn't profitable, so we'll be fucked, basically.
