This entire thing reminds me of this scifi story I read back in the day.

From what I remember a group of scientists were told that an eccentric inventor developed an anti-gravity machine, but he dies in the process of experimenting with it and the device was destroyed. Since he was secretive he didn't leave much behind to replicate it.

They were all called to figure out how he invented it and they had access to his notes, lab, library and his entire estate.

In the end they did manage to replicate the anti-gravity machine, but the main character correctly figure out that the inventor never existed. The entire thing was staged to make the other scientists invent such a device because they'd think that since it was done once, it must be possible. So they invented one. All the notes and the lab and so on were just staged with random stuff vaguely related to such a field so they'd try different things.
