Its pretty clear that this is a huge motivation. There are hundreds of scientists and dozens of labs who have made wntire careers out of manking nasty shit in labs and then writing papers that say "gee it would be really bad if this happened outside of a lab". Everyone involved in it makes money fron these experiments continuing to happen and their actual value to furthering scientific knowledge is extremely questionable especially considering the tremendous risk they pose
