The thing is reactors that can reliably operate for decades without near constant maintenance don't really exist even on Earth which is a far less hostile environment than space and there isn't as much mass limitation when it comes to their construction. The two works in very different manner. On paper, ILRS currently only has Russia and China. However anyone is welcomed to be part of it by 'providing a device', a module or part of experiment. Whenever such involvement happens, that country is part of ILRS. There is no prerequisite for signing some sort of agreement. Artemis you can think of as space legislation, kind of like a mini "space united nations". Countries are signing the paper regardless what they can do, will do or never do. For example, Isle of Man (and many more) is member of Artemis accord.
