Quantum foam is not an established idea in physics. Vacuum fluctuations of quantum fields exist but no one uses the term "quantum foam" for those. Sure if the gravity is quantum too there should be spacetime fluctuations, but as you probably know there is no experimentally verified theory of quantum gravity and string theory people don't use the "quantum foam" term.

You see quantum foam mentioned sometimes, pretty much as a synonym for vacuum fluctuations, when people talk about virtual particles and the casimir effect. But they're not detecting quantum foam, only the virtual particles emitted from the supposed foam (or fluctuations or whatever you want to call it). Apparently you basically need to see down to planck length to see quantum foam, and the casimir experiments are on the order of nanometres
