2 Questions:
The height of the waves at the beach measured from sea level or where the water breaks the sand?

Out at sea-
The height of waves measured from the lowest point between waves or calculated from sea level?

i belive it is sea level in both cases to have a scale that doesn't change depending on the location. imagine if a meter changed length depending on the time zone you were in

Thanks. So out at sea in choppy seas a 10 foot wave means 20 feet if the dip between waves match the negative height of calculated sea level.

All I needed to know.
