Yes. Do you not know what a neural net actually is? It's a fit of summed and nested functions with fitted weights at every level of the nesting. It's mathematically just a nonlinear regression, and can be solved using nonlinear regressive methods, but because of its special form we are able to use very efficient numerical derivation (auto-derivatives).

It's even covered in applied statistics books (mainly as cliff notes because it wasn't popular) in the 2000s.

What ISNT applied statistics is going through and manually programming AI. Such as a massive if/then statements or state machines (which are what is often used in videogames because it tends to be satisfying enough).
