The limiting factor is always water. Emissions are increasing the frequency of droughts and flooding, and basically creating this "feast or famine" weather pattern. Remember plants in a lab can't be compare to plants in the wild, since a lab is climate controlled, ample water is given with regularity and there are no seasons.

CO2 does not cause the greenhouse effect on mars, if it did then mars would be far warmer than it is, there average temperature of mars is pretty much right at thermodynamic equilibrium, same temperature that mars would have if it had no atmosphere at all and mars has over 2000% more CO2 per unit surface area than earth does.
