They are discrete energy, plain and simple. Even mechanical waves act by electromagnetic interaction, photons. The actual explanation is the equipment interference fact and no it doesn’t use its free will. The equipment itself is causing particle-like behavior in the experiment while normally it works like a wave. That doesn’t mean there’s a wave particle duality. "Duality" is the relationship between two entities that are claimed to be fundamentally equally important or legitimate as features of the underlying object. So for instance, objects such as photons (and electromagnetic waves composed of them) and electrons exhibit both wave and particle properties and they are equally natural, possible, and important.
