It could hinder it for one person while enhancing it for another.

Probably, everything in the body affects something. Not sure if it would raise or lower it. My guess would lower it, due to less testosterone circulating, which makes people less "go getter!". So maybe I shouldn't say less creative, but less likely to create/act on their creative ideas.

No. Creativity is a result of brain chemistry. Sexual activity or lack thereof is one of many factors in brain chemistry, but not a determining or overriding factor. Drugs, for example, can enhance creativity in spite of sexual abstinence, so a drug user that has no sexual life can still be far more creative than a sexually active person who does not use drugs.
