More or less, yes.
But it's importance lies in what the people in the cave think of their existence.
When they think that there is nothing beyond the cave, that The Cave is the entire Earth as they know it.

It has some valuable lessons about realizing that we're not seeing the true reality of things, but like all classical philosophy it suffers from some of the silly ideas that early philosophers of the socrates-Plato school had, such as the theory of recollection

To truly break free from the cave we must no longer be human. Our senses naturally dilute our perception of reality. To understand AND experience reality in a raw and unbiased form, you most think in only mathematic function.

Those of higher intelligence and understanding of the world experience it in a very different way than their peers, but it is still flawed. Human existence in our current form is eternally flawed.
