Consciousness is different than just thinking, which means that having a higher level of thinking doesn't necessarily mean you have a higher level of consciousness. Consciousness is a binary value (you are either conscious or not) while level of thinking is a spectrum. Furthermore, consciousness is not necessarily based on how intelligent the thoughts themselves are. For example if you are schizophrenic you have bad sense data and act unintelligently but still have the same intelligence (making valid conclusions with the data you have) as someone without schizophrenia. This is shown through someone like Terry Davis who very clearly is intelligent but still acts unintelligently.
