It depends on cultural background and socioeconomic status. I live in an area full of rich white people that are docile, naive, and extremely judgmental. Whereas on my old neighborhood (with cultural enrichment) had people who were violent, had no manners or etiquette, and had a lot of malice.

Society in general punishes the smart and the bold with "laws" and "courts" that say they cannot exist in society. It is culling of the strong and smart to create a docile herd.

Do that for thousands of years and you create a weak species at all levels.
