Time is a derivative of force. But in order for force to exist there must be particles mediating that force. In order for those particles to exist there must be energy preceding them and therefore time is preceded by force, particles and energy (energy->particles->force->time) or to paraphrase Nicola Tesla energy and the frequency and vibrations of energy and its primary derivatives.

The next measure of time will be dynamic and not dependant on cycles, frequencies or occilations. Doing so will unifiy matter, gravity and time.
