Depends on the universe. In a Star Trek universe, it is canon that it can happen but doesn't really make sense that it can. In Stargate and Babylon 5, it is reasonable for most, but not all, of the major alien species to be able to mate with humans. For our universe, unless there is a Stargate/B5 type reason, interbreeding with alien species is unlikely.

I don’t think so. Even if we somehow managed to have the same or similar enough DNA to mate, I suspect that if we came into contact with aliens we will be very afraid of each other based on our appearances alone. It’s not every day that you run into another tribe of completely different people/things, and when you do it’s usually not good.

In trek it barely makes sense because of that one episode in TNG where it turns out there was a Promethean race that just planted their DNA on other worlds across the galaxy to populate the galaxy. I don't know how prevalent that is to the cannon though.
