More than anything I believe it was a choice.

Africans (a.k.a those who didn't emigrate to Europe and Asia) chose to keep living a simple live as hunters rather than become gathers and continue to advance. This was all fine until the by then much more advanced and powerful rest of the world began bullied her way to Africa's treasures.

Suddenly their living style became obsolete and they can do nothing about it because they don't have the power to regain their land and they can't simply emigrate as their ancestors did.

If it is true, is that a sign that Africans are mind-blowingly stupid, or a sign that our "IQ tests" are hopelessly screwed up? Or both?

But many other countries do force them to not use their resources.

One african country, forgot which, they are forced to use solar panels for electricity when they have an adundance of oil.
