Some of it's worth doing, like sending probes and deploying satellites. But they could probably cut down the number they send by like two thirds, then use some of that extra money to research low cost space options and better propulsion methods, and then they'll be able to send a lot more stuff for cheaper later. Instead they want to constantly send stuff into space using shitty old tech that costs a fortune
