Why have I not heard such a ruckus over BPA and phthalate than I have say over spray cans containing that ozone destroying substance? Why hasn't there been legislation to stop the manufacture?

One is based on toxicological models and the other is a directly observable mechanism.

Toxicological models are difficult to persuade legislation with, possibly because they're hard to come up with and to understand. I'd imagine that corporations are also better able to lobby against any sort of action against their profits/compounds. And sometimes, there's just no better suitable compound available to substitute. I.e., PFAS in nearly anything water-proofing or film forming. FAA was supposed to come up with an alternative to PFAS based fire fighting foams back in Oct. 2021, but they failed to identify an alternative that would meet Milspec. So now we continue to live a life where our aquifers have PFAS assblasted into them.

tl;dr: It's hard to do and the money is in direct opposition to it.
