This is a common trope in hard sci-fi that deals with attempts at space colonization.
Usually the humans who leave are not welcome back on earth without threat of ostracization or death.

Cxin Liu gets around this in his Remembrance of Earth's Past trilogy by making the world think like China. There's many times in the books where we make a planetwide decision to leave or stay, with no one being allowed to go against the majority. Like at one point they totally ban all research into FTL so we can face an oncoming menace as one. Its very bugman thinking.
