they had already spent that much money a years before the launch. when the overall price tag og jwst reached $9.7billion, NASA and their ZOG overlords realized they were facing public humiliation over spending over $10 billion on what was originally budgeted as a $500 million project, so they took all subsequent JWST expenditures off the accounting for JWST and transferred the financial responsibility to NASA's general fund where JWST's disproportionately large cost can more easily be disguised.
Estimates of the overall total cost of JWST so far are in the $16-18 billion range and that doesn't include paying for the dozens and dozens of ground control operators and press release artists for the next decade.

A red galaxy is not the same as a redshifted one. Note that nowhere in that article does it claim this disproves expansion. You're talking shit.
Candidate high redshift galaxies are selected by their apparent colors. Dusty galaxies at lower redshfits can have similar colors to high redshift galaxies, and so are sometimes misclassifieds as higher redshift. As soon as a spectrum is taken there is no ambiguity. It is quite absurd to claim this has anything to do with expansion.
