NASA has plenty of smart engineers. The problem is how they get their budget and have to whore themselves out to every state in the most inefficient way possible. The budget for any given project is like 10x what it needs to be because they have to make sure they're making at least some of their parts in fucking Wyoming and Rhode Island instead of just having an inhouse development team. If they fixed that we'd probably have a Mars base by now
