Abortion should not be allowed after the point a fetus is medically capable of surviving outside the womb, which iirc is around 27 weeks. After that point the mother should instead be given the options for induced birth or c-section. Pre-birth infants are obviously alive, that was never a valid legal argument, the only genuine legal argument for abortion is bodily autonomy, the idea that a person cannot be forced to keep another person alive via organ donation, blood donation, pregnancy ect., and that argument falls apart if the child can survive without the mother.

Planned Parenthood is in it for the money. They're an organization that will bend truth to make a profit, so other sources would probably be best. The point about the anesthesia is interesting though. Is it administered directly to the fetus or it has an effect on the fetus by proxy of the mother? I would think it would be incredibly hard to figure out a dosage that could be appropriately metabolized.
