Even if this was attempted and was apparently successful, how would anyone be able to verify it?
It's an impossible ethical question to answer. No one involved would know whether the original person's consciousness was truly transferred into the new body, or if they were merely killed, and they do not have any continuity with the copy that was created

Not sure it helps answer the question. A copy of a person's brain, simulated within a computer, could have the subjective experience that yes it is that same person's consciousness, with all the same memories and everything.
But from the perspective of the person who was copied or allegedly "transferred", they could still be dead. Ended. Nothing to do with the copy.
