You can make drugs and alcohol in your closet. Making effective guns is also possible, but more technically challenging than drugs and alcohol, so gun prohibitions have been much more effective than drug prohibitions. And a GPU? You can make your own gun but you can't make your own GPU that's worth a damn for compute. The production of GPUs is extremely centralized by the intrinsic complex nature of GPUs. Governments are fully capable of enacting very effective bans of GPUs.

People in western countries think all of humanity revolves around them and their value systems so if they declare something to be problematic, all of humanity must obey the western dictate that that problematic thing is now forbidden. In this particular application, AI for altering mass media products will continue to be developed, even if the output of such AI offends the sensibilities of westerners.
