They're nearly six years past their deadline and more than $5 billion over budget. NASA fails again, consciencelessly losing fortunes of other people's money in the process, again and delivering nothing of any worth or value, again.
When are the scientists at NASA going to issue an apology for their wasteful incompetence?

Yes, it isn’t good, but it would probably be bearable if the problem were confined to just NASA, a small (though symbolically important) branch of government. “Tip of the iceberg” is a metaphor I would use here, but for the fact that icebergs can only get so large.
