CDC was monitoring the Wuhan lab in cooperation with China. They repeatedly sent off alarms saying how Wuhan wasn't safe and they needed to increase their security protocols. A few short months before the outbreak happened CDC withdrew completely from the Wuhan lab. This happened on Trumps watch, during a period where Trump was playing hard ball politic games with China to get them to lower prices and give America better economic deals. Trump may have accidentally cut the 1 safety net that would have prevented the outbreak.

Part of the great reset plan is for the government to seem grossly incompetent so that the NWO can swoop and set up camp in the chaos.
