Because the project got ordered to reuse a ton of space shuttle parts, purportedly to save money and R&D. (Lol, lmao even). The whole project is of course absurdly over priced; they are paying more for a single engine than an entire Falcon 9 launch, and almost as much as a Falcon Heavy launch.
