Because it gets seen as billionaire excess and can negatively influence the stock price because people are stupid about that shit. Sicne TSLA also gets a lot of money from contracts people would see it as "oh so my money goes to this shit?" even if he paid for it with his own money.
He'll probably do it later though since he's so keen on going to Mars.
Since space exploration has been put on the back-burner since the end of the cold war I'm just glad somebody gives a shit about it.
