In my experience, it's best to find a good book on the topic which is designed to be read cover-to-cover (rather than be skipped through as reference), set an achievable target on the number of pages you can cover per day, then create a schedule based on that (e.g. by date X you should have covered Y pages).

I did an online degree that basically works that way (you learn almost entirely from books and/or online reading material, but have a schedule telling you what you should have covered by when etc).
I wanted to study some stuff over the summer that wasn't part of the degree, so to get something similar I ended up making a spreadsheet. It tracks pages read per day, has per-chapter tracking of pages read vs remaining, a total progress counter, etc.

It's satisfying watching the progress tick up, and it keeps me on track (I'm less likely to skip a day knowing I'll need to enter 0 for that day and see my "days remaining" cell increase).

Also important:

Certainly every exercise the book provides, ideally more.

I used to do this on paper, now I use google colab notebooks. Needing to restate important results you've just read, clearly and with latex formatting for maths, helps to soak in the material. Bonus points if you include graphs and stuff.
As far as I'm concerned, it's absolutely impossible to learn anything mathematical just by reading it- I have to apply the information immediately after reading it, by making notes and doing exercises. For non-maths subjects I'm more lax about this but it's still important, especially if you aren't going to be writing graded essays about it.

Easier on the eyes, easier to place bookmarks/use your fingers as temporary bookmarks, and gives you physical feedback on your progress. If you must use PDFs, use a high-dpi device (macbook, tablet).

Don't self study then. Literally just follow one of 1000s of free courses out there.

They exist for every subject, at all levels. They assign homework problems and everything. The only thing that's not done is grading. Instead of exams or other things like that (if they're assigned) work on a project or paper instead for the class.

Literally the easiest way to self learn anything. Textbooks rarely are written for the self studier anyway. Many of them are poorly put together and meant as a guide for courses and those already learned to teach others. There's a reason education has always had a teacher. The only time you can actually self study is when you reach a certain mastery of a subject (around 3-4 courses focused on a subject I'd argue).
