In any given coast there are a lot of factors that influence local sea level. Tectonic uplift, coastal erosion, tidal range and others. That's why secular sea level rise os calculated from satellite data.

This might confuse you, but just because two photos (or a fucking painting) look like they're taken around the same time, does not mean the tide is at the same position.
The moon does not confirm perfectly to earth days. People used to build big complicated machines just to try and predict the tides for seafaring, it's not so simple as "look two picture same time!".
