Why did this top doctor decide that antibiotics would be a good treatment for HIV/AIDS in the 1980s?

Either is in incompetent, or he wanted to kill gay people. (Which he did, about 2 millions of them, before his department realized that instead of antibiotics, they should try and make anti-retrovirals)

In most cases AIDS isn't caused HIV but simply the result of the patient's lifestyle. Of course drug addicted degenerates are immunocompromised. So are malnourished people in Africa. That doesn't necessitate the use of condoms, as you can see already from the official extremely low statistical probabilities of transmission through various ways of sexual intercourse (chance of transmission by anal <3%, by vaginal intercourse <0.3%).
