No, the current success is due to her pushing the commercial space agenda behind the backs of many of the senior NASA staff including the NASA admins, legacy industry contractors, all the astronauts, and congressmen/women. The success of green lighting the commercial space came only as an afterthought program. With minimal funding initially, delayed funding, funding cannibalization in favor of other programs, etc. Commercial industry succeeded largely in part to the small initial funding she sought and SpaceX's exceptionally driven successes. Now the very people who sought to stop SpaceX and stop commercial industry are leading NASA, they're taking credit for the commercial space.

As the saying goes, success has many fathers. Failures is an orphan.
