It's because road maintenance is a welfare program in the United States. It's stable enough that people can live off of it, and is necessary enough that nobody would vote against it.
The only issue is that it makes our roads awful, since politicians don't want to spend on making roads good unless jobs are needed.

Asphalt roads can be created in a couple weeks, last years and done require sophisticated stone masonry. Compare that to medieval roads which took decades of laying and time consuming stone cutting. Also modern vehicles exhert far, FAR more wear on the road than horse and buggy, both stone and asphalt erode at the same rate. Asphalt can be relayed easily, to relay a medieval road you have to dig up the stone and remake it.

Wrong. There are simply more of them. Same number of metal covered wagon wheels and same number of rubber tires on the road, the tires do very little if any damage. Freezing or extreme heat weather is what causes most damage.

Asphalt roads aren't the problem. Shitty local governments that don't do their job are the problem. The whole issue with the bottom image is that district maintnence is straight up ignored in certain areas.
