Very little. Most places are just blank slates, yet there is also no breathable atmosphere. It would likely grow out of tiny self-contained areas, something like large city blocks, but more self-sufficient. It also depends quite heavily on precisely what habitation is like. The first habitats constructed for the purpose of building a city rather than building a base would almost certainly be quite different as well. No, they aren't. City planners come up with plans for the city, then submit them to the people higher in the government who actually have control over what does and doesn't happen. Those people then have to weigh all of the impacts those plans would have. This also includes considering whether certain groups would or wouldn't like the proposed plans. If the plans are considered too risky then they're abandoned and the city planners have to draw up new plans in line with the new guidelines.

That's also part of the problem of figuring out how they would develop.
I think old and smaller pieces might just get abandoned or repurposed, being completely replaced by entirely different pieces for a larger size of colony. There's not really any good way to take a bunch of tiny scientific outpost modules and use them as part of a whole city in a good way.

The moon rotates on its axis. So if a comet were to hit, it would have to be spread across the entire moon's surface statistically speaking. But wait, why the south pole has more impacts? The south pole is at the lowest end of the axis, so the amount of surface area coverage relative to the spin is much lower than the spin on the equatorial axis which covers the entire equator.

Think of it like this. Imagine you spraying a paint at a earth globe while it spin at a certain pressure. If you spray it at the equator, the paint would be distributed across the whole equatorial surface area in 360 degree. This means there would be a light coverage of paint.
Now try doing the same spray paint at the south pole axis on the globe. Because the spin on the south poles have a much smaller surface area, the paint density would be much thicker per cm2.

Starlink V2 has been delayed by almost 2 years now, roughly inline with Biden admin as well.
