It was noted that Europa's interactions with Jupiter should oxygenate the water underneath the upper-crust enough to facilitate complex lifeforms, even things as large as fish. I have much doubt that Europa's ocean is full of fail (although there may be a bit of spongebob)

2020 hopefully.

NASA, JAXA, ESA, and Roscosmos, are all thinking of sending independent probes to the Jupiter system on a FIRE EVERYTHING WE'VE GOT MISSION.

NASA's sending the Jupiter Europa Orbiter, which if things work out right will carry a cryobot and submarine to punch through the ice. Maybe.

ESA's sending the Jupiter Ganymeade Orbiter to investigate Ganymeade and Callisto. Callisto might have an ocean on it.

JAXA's sending a probe to investigate Jupiter's magnetosphere.

And Russia might send an independent Europa lander to do surface studies which would rely on the other probes to send data back.

That's one of the good things about the senatorial rollback on some of Obama's plans: developing a super-heavy launch vehicle immediately was a good idea, as well insisting some sort of Lunar presences be added to the plan.

This is what pisses me off so much; we're so concerned with matters here on Earth that we don't realize that the space program is the single most important thing we could even invest in.

Not soon enough. But actually, it'd probably be slightly more feasible to send some kind of ice-capable rover to check the cracks where fresher water has frozen; there might be fossils/creatures frozen into the ice that could be easily detected without having to drill through the ice.
