Magnetism has nothing to with charge.
It has to do with the arrangement of linear momentum of atoms or subregions of some material. If they all point in the same direction, the prefered direction of the system creates a force which strongly interacts with a magnetic orientation. Creating magnets.
Some molecules like oxygen hate magnetism, and will repell themselves from magnetic fields, and some like to be in the field. Some materials can freeze in this angular momentum and carry the field with themselves.
